As a person who worked at Lupin in the engineering Dept. for 5 years, I must correct a couple of your statements. Firstly your permafrost depth is Ok. However, Lupin only started using cemented paste backfill five years ago.
The permafrost at Lupin actually worked to our advantage, it gave you ground support during the development of the upper levels. Lupin used very few (comparitively) rock bolts untill well past the 300m level. Backfill is used for rock support, and tailings disposal, it was never used for prevention of ice buildup. Ice required water and the only water intake at Lupin underground was piped in for drilling.
