This appears to be another version of the product introduced last year by IREG, and suffers from the same strategic problem. It provides no safeguard against enrollment fraud. If these cards are mailed out to potential users, what is going to stop someone from intercepting the card with your name on it and enrolling as you?

Consequently, I think that any secure solution has to involve enrollment in front of a third party who demands proper ID . . . and therefore there is no need for a self-authenticating smart card. In fact, such a product would lead to greater identity theft problems if biometrics is in fact more trusted than other forms of identification.
