Actually, that's not quite correct.

SS formations operating in Yugoslavia consisted primarily of Yugoslavia volunteers and conscriptees.

Units included:

7th and 13th SS Mountain Divisions and the 21st SS Gebirgs Division.

Most of these consisted of Yugoslav Muslim personnel. Obviously the hatred ran deep before WW2, but the muslim population donning SS uniforms in order to fight their long-standing feud against the Serbs did little to heal the wounds... :0)

Other than that, I don't disagree that we probably making a tactical and strategic blunder engaging ourselves in Kosovo.

On the other hand, now that we've already involved ourselves in Bosnia and put ourselves in a "damned if we do and damned if we don't" situation, there are thing that US airpower can achieve on a psychological front, such as disrupting infrastructure (power, telecommunications... etc) without attempting to inflict "uneccessary" civilian casualties.

Would this be enough to make Milosevic cave in?? Depends on the amount of public pressure that can be brought to bear on him by the Serbian population. The whole key to any NATO operation is to undermine his popular support and convince people that the only reason NATO went to this extent is the irresponsible and intransigent nature of their leader. Get rid of him and we'll open up the borders and make "nice-nice" with all of you again.

Or a simpler summation: "We don't hate you. We just hate what your leadership is doing".

The question is just how much support and respect Milosevic actually commands from his people, and what it will take to reach a point where the Serbian people feel it just isn't worth it.
