And how well will the finished product stand up to an even minor Mexican earthquake? One of the biggest infrastructure problems that the Mexican government has is buildings that are/were constructed with inferior materials and/or improper construction techniques. What few building codes currently exist are/were rarely followed (except in the major foreign tourist areas).

And that leads to a question regarding Mexican hurricanes. Anyone remember the extreme lesson that Cancun learned first hand in 1989?
