Maybe the word you're looking for is "rational." Its an important difference in the animal rights context. Some philosophers (e.g. Peter Singer) think that the capacity to feel (especially pain) creates or contributes to the right of animals to have their feelings considered. At the human end, the state of the fetuses nervous system is sometimes thought to play a role in whatever rights a fetus (or embryo) might have. Pigeons (especially doves around here) are punctual to a fault and also have astounding sense of direction. It is believed that their punctuality comes from metering light levels, so they start their infernal cooing a regular interval before dawn.
I doubt the iron boogers have much to do with punctuality -- more likely a purely neurological signalling system.
Some people have a tremendously variable sense of time -- especially if they wear wrist watches. Other more traditional people have a trained, much better regulated sense of time.
Those psychopathic laggards about whome I read complaints should get beepers or cell phones so that their friend can buzz them up before dates and give them one more chance.
