Either case, looks like the first class passengers on the top deck see the iceberg
ahead and are lining up to get their seats on the life boats. The suckers are still
below deck and will go down with the Titanic.

The shelf registration should allow them to sell with fairly short notice. To the best of my knowledge, the shares would not yet have been sold. My GUESS, is that the shares would be distributed by a special secondary offering, not as a direct sale into the market, but that is where knowledge gives way to speculation.
