G'day Ken - it is quite obvious why CSCO wanted to extend IOS, since the software is the real boon for CSCO. There are many aggressive hardware startups with better gears, but they all have to play the interop game. Therefore, it is the single most irreplaceable asset for many ISPes - and consequently, CSCO.

Agreeing with you, it is difficult why big customers wanted to paint themselves into the corner. Even AT&T decided to go the multi vendor route. On surface, they may say multiple vendors will better serve their respective customers with redundancy - remember the Stratacom FR problem - but my guess they are also fearful of creating a monster a la MSFT. If they are smart, they will make certain the interop is not a one way street.
