OK, since you've asked for a civilized war alternative to bombs:

Fish Fight Floors Flour Fracas
Reuters - Tuesday March 23 8:35 AM ET

TAIPEI (Reuters) - Taiwan noodlemakers angry over flour price hikes
thought Tuesday was their day in the limelight -- but that was before
the fishmongers arrived.

A protest at parliament by the Association of Taiwan Noodle and Flour
Product-Making Industries was quickly upstaged when the fishmongers
began hurling live fish -- prompting passersby to scramble for a free
dinner.

The piscatory protesters said they were angry that Taiwan's government
had done nothing to halt what they called widespread imports of cheap
but allegedly toxin-tainted fish caught by trawlers from mainland
China across the Taiwan strait.

Both the noodlemakers and the fishmongers said their industries were
suffering unsustainable losses.

Fish from the communist mainland, though illegal in Nationalist-ruled
Taiwan, sell on local wholesale markets for one-twelfth the price of
those caught by Taiwan fishermen, protesters said.

The noodlemakers said a recent 10 percent rise wheat flour prices would
cost them millions of Taiwan dollars in losses a day and hurt the
public.
