Mike, I don't have a breakdown of the numbers but two major factors for Clinton's " budget surplus" are capital gains tax receipts from the bubble and financing the debt at lower rates. I'd like to see spending cuts -the government figures that the public can get by with less money when they raise taxes on them so why can't the government lead by example and SPEND LESS. I don't think Texan's pay their fair share of taxes so i would favor a surtax on Texans -g- I didn't catch the CNBS folks were they glum? Mike
