The development comes as Secretary of State Madame Albright declares: "There will be order in Yugoslavia." Russian Foreign Minister Igor Ivanov said late Tuesday that Moscow has prepared options if the Kosovo situation takes a turn for the worse. "If NATO opts for the use of force in Kosovo, it would violate international law, the UN Charter and will actually become undisguised aggression," he said "In that case, NATO will naturally show its true colors with which it intends to enter the 21st century," warned the minister.
