OC is "optical carrier" [rate] in the synchronous optical network (SONET) hierarchy. OC3 (155 MB/s) is now considered the standard "handoff" rate from the fiber optic high speed backbone to lower density portion of network. OC12 (622 mb/s) is a typical backbone speed for SONET "rings" (the most common format for intra-city traffic) and is typically handed off to a very high speed backbone such as OC48 (2.4 GB/s).
