I assumed he was responding tongue-in-cheek. If not, then, absolutely, I was talking about assassinating leaders who insist on trying to build Empires at the expense of the lives of millions of innocent people, not our own politicians. The problem it creates, obviously, is that as soon as you legitimize assassination, our own politicians become legitimate targets of it by foreign individuals. For that reason, it's not a valid answer. An interesting variation might be if the World Court, or a similar entity, were allowed to pass the death penalty in absentia. Lots of worms there, too, and it still wouldn't work.
