Mr. Foster I opened an account with Winalottery - Everything went smoothly, (user name, and password set) until I tried to deposit funds into the account, at which time the Winalottery System vapor locked. I Emailed cscott@winr.net. with details of the problem. I got a quick response back - It seems that Louisiana is an illegal jurisdiction for internet gaming. I guess that the protocols Winner has set for preventing gambling in illegal jurisdiction works.
