Banks lockbox service has been robbing billers for years, EBPP lets the billers take control of their money.

Exactly...this is the core of the issue. Watch what happens w/lockbox and you will understand 90% of banks thinking on EBPP, because it makes them so much money. Very similar to T-1 vs DSL in the local phone market.
