Derek, I downloaded IE5 late last night/early this morning, and it actually went pretty smoothly. When I left it, it looked like it was pulling a steady 5k/second or so, on a 42/44k connection. It was scheduled to complete in an hour.
I like the way IE downloads, with a bootstrap setup program that controls the rest of the download. This Conxion service or whatever it is seems to work pretty well, too. I think the problem with daytime downloads is just the general internet "world wide wait" problem, nothing seems to work that well during peak times.
I can't say too much about IE5 itself, it runs but it's hard to compare speed and such during the day. I was amused when I went looking for it, though. After waking up in the middle of the night, I somehow missed/scrolled past the top of the www.microsoft.com home page where it's advertised, and went to the main download page instead. The choices presented:

Any guess as to which of those is IE? I tried miscellaneous viewers first, haha. I thought "Windows Update" was that win9x thing that automagically upgrades your os, which I wouldn't touch. I was wrong. Who says the antitrust suit isn't affecting Microsoft?
