Nuke... negative. To take out out infantry formations, it would require close air support and dumb bombs, ICMs, and maybe a bit of napalm or fuel air explosives for "color"..:0). The problem is that those infantry formations would have substantial inherent AAA assets (ZSU-23s/57s..etc), as well infantry carried Anti-air missiles (SA-7 & 18). Use of "dumb" or ICM ordnance (not ordinance..:0), would place KLA and ethnic Albanians at risk. Nope... just as the Viet Cong neutralized our air and artillery support by closing with our troops in 'Nam, the Serbs could do the same thing here within the cities and towns of Kosovo using the Albanians as human shields preventing effective use of air support.
