I agree with many of your complaints; just in fairness, it's pretty clear the raises were handed out early last year when most of the posters here also thought Schwartz walked on water.

It wasn't as if the compensation committee sat around on New Year's eve 98/99 and said, well, let's see, G* is nine months behind schedule and 600M$ over budget compared to 12 months ago and our stock's in the toilet largely because our CEO has to give more money to the DNC than any other contributor in the country, at the same time his company is under investigation for unlicensed technology transfer, let's give him a big raise!

The raises were handed out over a year ago, leaving two very interesting questions:

1. Is Dr. Clark worth it? That is, worth the cost of his salary (and 700K$ bonus) plus the cost of all the raises his salary apparently triggered (four other named executives plus how many other unnamed brass) plus what about all the middle managers that report to said brass but are now P.O.'d because they didn't get a big raise?

2. What about compensation decisions being made now? Will salary increases and bonuses be curtailed as a result of the lackluster performance?

I don't quite agree with you that execs salary should be tied to stock price, however. IMO, it should be tied to business performance of the company, and not the stock price.
