It is my understanding that:

The Cuban gov't owns 49 % and pays 49% of all development costs. To the extent that Cuba doesn't pay it's share of the costs, its % is lowered.

The business deal with LE MÉRIDIEN has Le Meridien paying the other 50 % of development costs. Le Meridien gets only 10% of Leisure's interest for the required 50% contribution of costs. The implication of the LE MÉRIDIEN transaction is that LE MÉRIDIEN must see a gigantic cash flow from the hotel business. Also, if the US embargo is ever removed the business will be even better I think.

CNN the TV network has done a special on Cuban investments and LCAN is supposed to have been a big part of the special which I hope will get investors interested in the stock.
