Why not go even closer to home. In the 1980's, Wilson Goode, the mayor of Philadelphia at the time, fire bombed an entire city block to the ground because a group called "Move" was not living up to the city sanitation standards (they were raising goats in their apartment.) Philadelphia's always good for a bomb or two if Clinton is looking for some easy targets. A side benefit, fully exploited by Mr. Goode at the time, is that you can then have the city hire your friend the developer to rebuild the bombed-out block at something like 10-20 times the normal going rate for housing construction. That could certainly turn around the fortunes of Whitewater Development.
