Couldn't stop Hitler with early intervention??

You've got to be kidding!

France and Britain had all the time in the world to prevent German rearmament in the 1930's and they knew this was going on too.

Both countries failed to agree on policy and ways of enforcing the Versailles peace settlement of 1918. France advocated the more punitive measures while Britain did not largely because it was believed that Germany was suffering economically as a result of harsh reparations payments.

Don't think for one moment Hitler couldn't been stopped. The early successes that Hitler enjoyed are overrated IMO.
