No, it sounds like Cisco's equipment is being replaced not Ascends. Reason being that Cascade, who makes the ATM backbone equipment, whom Ascend bought never had much of an international presence. Ascend buying them out was a boon to Cascade as Ascend's sales force was strong in Europe due to its Remote Access dominance. Cisco and Newbridge (another Canadian company) were big in Europe earlier. Newbridge has fallen behind the technology curve and Ascend (Cascade) products are far better than Cisco's. This CEO even mentions replacing the routers so he is pissed off with the same company, namely Cisco.
This among other examples is a harbinger of things to come. Cisco is not penetrating the Telecom market as everyone on Wall Street thinks. Their products are way behind schedule and their bread and butter, routers, are in the sights of many start-ups who have started shipping superior products. Most on WS are momentum players and in love with CSCO till it suddenly turns around and bites them like DELL.
