Leno or Letterman, I can't remember which one, said that the White House strategy has been to deflect attention from a scandal with another scandal. Unfortunately, this is no joke anymore. The Kosovo war is already a scandal of incompetence. Clinton's bluff has been called, and NATO basically, is bombing to save face, terrified of sending in the ground troops that could help do the job. Without ground troops, bombings will have little effect, and won't help achieve peace. On the contrary, they will provide the Serbs with an excuse to do as they wish. There are no exits, and all Clinton is left with is day to day improvisation. Which brings us to the real question here : if we were not ready to send in ground troops necessary to achieve military objectives, why were threats made in the first place ? Because Mr. Clinton is full of air, and Milosevic seems to have known it all along.
