VCOP and Next Year's Army Budget

In reflecting upon the statement by Major General PETER C. FRANKLIN as contained in previous message, a few observations are in order.

(1) The General's statement should properly be viewed within the context of the FY2000 Budget cycle. The purpose of such statements to Congress is to justify the Army's annual budget submission and programs within the Army Budget that will require significant funding.
(2) VCOP as well as retinal display are mentioned several times in the General's statement to the Senate Armed Svcs Committee. The prominence of VRD and VCOP in the Army's aviation modernization plan should dispel any undercurrent of uncertainty as to why Microvision was named the prime contractor with Boeing as its subcontractor in the recent VCOP contract award.
(3) Discussion of VCOP in the General's statement suggests that we can look for a significant budget request for VCOP in the FY2000 budget, perhaps $30-40 million.
(4) We can expect that the Army will develop VCOP as an applique technology for insertion into the entire Army helicopter fleet of 4500 aircraft. This suggests a production rate of 400 to 500 units per year beginning in the coming budget year that starts Oct 1, 1999.
