The situation there is a mess. The KLA has many foreign mercenaries in its ranks, and is financed in part by terrorist groups. They are no saints. On the other hand, Milosevic is a Stalinist type dictator, and is ruthless. Milosevic has taken advantage of Clinton's manipulative and gambling style, and managed to bring NATO in an impossible situation. Clinton has found a bigger rat than he, and has been beaten at his own game of poker. I guess that this episode will likely end up in a forced partition of Kosovo along territorial lines that will be established in combat during the following weeks, and the main losers will be civilians on both sides. Milosevic will get to keep a chunk of Kosovo in the North, and he'll pour all his resources in trying to get as much as he can.
