Rwanda is another example of too little too late. I think about 700,000 were slaughtered out of a total of 800,000 before the killing was considered "genocide" by our current administration. I believe that it is our moral responsibility to intervene in Serbia in times like this. If we don't, all our rhetoric, memorials, moral outrage, etc. about Nazi war crimes and the Holocaust is completely hollow and meaningless. Clinton did go to Rwanda to apologize for not acting more quickly to stop the killing. I don't believe anyone else even bothered. It does take a world to care, not just a country.
