Ross, Sometimes the FCC refers to all the spectrum between 37 & 39 ghz as 39 ghz. If you go out to http:/ftp.fcc.gov and do a search on 37 38 39 ghz you will see references to this. Your question is still a good one, though, and I don't have an answer.
