I noticed in a FCC document that they label anything from 37.0 to 38.6 GHz as 37 GHz and anything from 38.6 to 40.0 GHz as 39 GHz. It seems Winstar is in the 38.6 to 39.5 range aren't they? This would put their spectrum in the 39 GHz auction?
