In the past I've had that problem and it had to do with my ISP's software, usually called "Dialer". Some ISP's have a "Disconnect after X minutes of inactivity" setting. Probably the quickest way to get it resolved is to contact your ISP's tech support.

If you feel like poking around (be careful) see if you can find AT&T Worldnet Dialer in your startup menu. In my case when I click on the Earthlink Dialer icon it starts dialing. If I hit cancel an Earthlink window comes up that allows one to set phone numbers, time-out's, etc.
