As opposed to arguing the use of the word and definition of "investor", they are of course, market participants. Although the naive knee jerk reaction is to call short sellers, (and for that matter speculators in general) "leaches", they do provide a valuable service to the capital markets. The idea of a centralized market is to bring together as much information with regards to the value of a company to cause price efficiency. Without the speculators' or short sellers' input a company is closing the door on their information to correctly value its stock. Short sellers bring us closer to a perfectly efficient market.
