What does the following means, the 300 is finally getting off the ground?

March 26, 1999 (TAIPEI) -- Taiwan semiconductor giant United Microelectronics Corp. (UMC) has decided to build a 12-in. wafer plant in the Tainan Science-based Industrial Park instead of the originally planned 8-in. plant. This will be UMC's first plant in the new park.
A UMC executive points out that his company has received a great number of orders for 12-in. wafers for April and May, and the situation is expected to last into June. It is hard to forecast third-quarter performance, but the second half of the year is likely to be better than the first half, according to the executive.
The Tainan Science-based Industrial Park is now under construction in southern Taiwan, where most big shots in the local high-tech industry are building factories.
UMC said it has no plans for other new plants in the near future, as it just purchased the Japan-based Nippon Steel Semiconductor Corp. last year, and as its own factory number five is currently under construction.
Nippon Steel Semiconductor used to concentrate its operations on dynamic random access memory (DRAM) making, but since being merged with UMC, the company has become more involved in the making of logic integrated circuits (IC).
The company currently produces 2,000 logic ICs each month. With orders moved from UMC's Taiwan plants, this figure is expected to reach 6,000 units by the middle of this year. By the third quarter, the company's combined output of DRAM and logic ICs is estimated at 12,000 units.
In a bid to upgrade manufacturing technology, UMC plans to purchase new semiconductor production equipment in early 2000.
