You are wrong about why Bernard gives money to the DNC and why the transfer of export jurisdiction happened. This was a coincidence -- I know it's hard to believe, especially if you write for the New York times -- but the FACT of the matter is that Hughes was driving this policy change (for a long list of good reasons I won't bother with here) and Loral was on the sidelines. Look at the campaign finance records, Bernard has always been a large DNC contributor, not just when there was some issue he needed help on.
