Since you never understood these issues, it is reasonable to assume that you still don't. You won't find an official market making document. Government doesn't create markets. It inhibits them in order to redistribute the wealth they create which is often called regulation.

In this case the form of regulation was to restrict who could freely enter the broadband market. Copper ISP is prevented. Again you won't find any formal decree. Much of law comes from the complement of what is decreed. I wouldn't expect you to understand that either.
