Wigglesworth, in plain English:

If expenses could be cut that would not hurt the future the earnings stream such cuts ought to be made and are to be applauded. But these cuts should be made regardless of what the SEC mandates. The inappropriate connection between cuts and accounting changes disturbs me greatly, because there is no logical nexus. Larson's statement fairly reeks of financial engineering.
