I do not understand your answer, and would appreciate it if you can take a moment to explain.

If EUTO sold 40,000,000 shares into the open market at $.01, then wouldn't they have received cash of $400,000?

Their financial statement defined the outstanding liabilities. Isn't that directly comparable to cash they may have received from selling stock into the open market?
