03/27/1999 - U.S. to Shift to Technology to Meet Kyoto Goals?
Washington, D.C. - In an apparent attempt to derail U.S. ratification of the Kyoto global warming treaty, two senators will unveil legislation in April that focuses national action solely on technology development and away from specific limits on greenhouse-gas emissions, reports Reuters. The bill is being sponsored by Senator Frank Murkowski (R-Alaska) and Senator Chuck Hagel (R-Nebraska). Murkowski says the bill will 'meaningfully address potential climate-change issues' by asking Congress to budget $2 billion for research and development on energy-efficient, low-emission technologies over the next 10 years. Although allocation methods for the monies are not specified, expenditures would be focused on transportation, 'clean coal,' advanced nuclear technology and modern forestry and agriculture practices. Voluntary industry efforts to reduce greenhouse gas emissions would be rewarded with so-called 'early-action' credits. The bill has already come under fire from environmental groups such as Ozone Action that support specific limits. One-third of all emissions contributing to global warming come from transportation sources.
