Does crime pay? For the public, no, for the investor, possibly yes. Crime rates are rather low because of the booming economy, yet prisons are generally at or beyond full capacity. If and when the economic cycle turns, crime rates may increase, and governments will need even more prison space. With constrained budgets, governments need help building and maintaining prison facilities to house criminals. PZN helps fulfill this need by building prisons at lower cost than can governments.

Some believe it's wrong to profit from crime. Well, lots of people already profit from crime (e.g. alarm companies, security guards, electronic equipment manufacturers, etc.) What's wrong with helping government house prisoners at a lower cost, so that governments can devote more tax dollars to providing other important services to the community?
