The question can be answered only by knowing the context of the utilization and function of the given reflected object. But I would have to say provided the reflection has not been distorted by the reflecting material, the context in which the object is utilized, or the observational procedure itself, objects tend to be congruent.

However, objects that are defined according to a particluar observational alignment would not be congruent with the reflected image.

For example, my Left-handed Big Bertha Driver's reflected counterpart (appearing to be Right-handed) would be usless to me.

But using your example of a left shoe and a right shoe, they are congruent provided the context is for use by a normal human like me who needs to look real snazzy out on the town in a pair of white/black golfing wingtips.
