Sadly, you are correct in the fact that when he dropped the first bombs he started a chain of events that now have nothing but bad written all over them. The only chance he "had" was in keeping the U.N. forces there rather than pulling them out. At that point he should have strengthened the area around Kosovo and dug in. This would have forced Milosevic to be the open aggressor and the U.N. as the defender. World opinion would then be focused on the horrors being done by the Yugoslav troops instead of the U.S. again being the bully. But what is done, is done! We can only hope that through diplomatic channels things can be calmed down, but I doubt it.
As far as ground troops being sent in, they will be, but the longer he waits, the stronger hold Milosevic's troops will have. His best case scenario right now is to send in all the U.N. troops he can but to hold back any U.S. personal until the area stabilizes to a point that we do not look like the A#@ H%$#'s of the world. Then he must draw a line and hold to it. If that line is attacked, then it would justify extreme measures and the U.S. is still the ones that were attacked first.
The worst part of all this is the U.S. has no "Good" solution any more, Clinton stole that with the first bomb dropped, the best we can achieve at this point is as little loss of life as possible. We are still going to come out of this smelling like Sh%$......
