I think this should also say that most/many/some payees who want to receive payments "asap" from CKFR agree to return funds when CKFR cannot collect. Assuming the payee is good for the money this takes CKFR off the hook, and allows payments to them to be speeded up and their risk is the same as when a customers ends them a check directly.
