Interesting thread. While I agree with Goldin's vision, the goal of reducing launch costs by ten fold over ten years has been around for at least 20 years, and we have made little progress. Maybe we are close to the turning point, but aside from Orbital Science's air-launched rockets for small payloads, there really has not been a lot of innovation in launch systems. We are bound by physics and are close to the ISP limit for conventional fuels; we are bound by the large infrastructure needed in the way of launch platforms, support systems, safety, etc; we are bound by the close to 1:1 ratio in launches per payload; and except for the shuttle and a few other systems, most of what we use to put up the payloads burns up on re-entry. If I had to bet on a technology, I would say SSTO would be the way to go just because you get to reuse so much, but we will see. As far as the more exotic technologies, I take a wait and see attitude.
