I am hoping it will be possible to buy shares of a rocket propulsion "startup" company that increase exponentially in value much as a biotech or internet stock would rise.

I hope you find such a company, and if you do, let me know :-) There is a fundamental difference, though, between internets/biotechs and the launch business. Internets have little startup costs, and although I don't know much about biotechs their costs are relatively low as well, they just need time to get their drugs through trials. With launch vehicles, you have very high costs, and have to be ready to endure many failures before getting the type of high reliability (well over 90%) that begins to interest customers. Take a look at the history of Orbital Sciences and you will see what they had to go through and endure in their early days. And even with their successes, their stock chart looks like the Rocky Mountains:

I'm not being negative, and I also am hopeful for a breakthrough in launch services, but I am just being realistic.
