As I said, I don't know much about biotechs, so given what you stated there might be some similarities there. Here is a list of small companies that are developing reusable space launch capabilities, but I don't have them separated as to public or private. I'm sure the ones that are private will eventually want to go public, except for Orbital Sciences which of course is public.

Pioneer Rocketplane
Kelly Space and Rotary Rocket

I just noticed that you have these already at the top of your thread, so you've already done this DD.

You should be aware that the government is funding development of an EELV rocket, that might take a lot of business that might otherwise go to the small startups. Furthermore, the international launch business is highly competitive, with Russia and China in particular using old military boosters and heavily subsidised industries.
