I think you forget the concept of overlay. With this, you do NOT replace the whole specturm in one fell swoop, you replace a chunk of it wiht higher capacity CDMA on the existing Lucent switches. then you replace the handsets as you replace the spectrum. very simple, what they did with analog handsets. No reason that T* can't do this.
