One version of the events: It looks like the Serb policy is to force as many ethnic Albanians as possible to leave Kosovo and kill as many prominent Albanians as they can get their hands on. Then they may call for negotiations. In the wake of a catastrophic refugee problem and a 90%- Serb-controlled Kosovo, Milosevic will agree to negotiations. Nato will be relieved that they don't have to send in ground troops and we will see bickering over the division of Kosovo for months or maybe a year. Serbia will keep the bulk of the province and the rest will be a Nato protectorate.
