Neff will also consider selling or spinning off a portion of the company, or recapitalizing itself.

IMO, you are witnessing the lastest attempt of the Mas clan to generate wealth for themselves. Since the IPO, the price has been cut in half, and so has Mas's fortune from Neff.

I'll bet Mas is thinking of ways to generate a pile of cash, and keeping half for himself.

This man can't manage a company. Look what he's doing to MTZ.
