How do you arrive at a float of 18 million shares?

In their last earnings report, Ross reported 23.972 million shares outstanding. Of these shares, 61% are owned by Fujitsu, 5% by Sun, 17% by employees, and 17% by the public. These publically owned shares are what I would consider to be the "float", and for Ross, I would consider the float to be 17% of 24 million or about 4 million shares.

Are we using different figures or terminology (for "float")?
