open interest is # of "open" contracts at any given time. if you can find someone to take the other side of your option you can "open" as many contracts as your $ allows.

it has been my experience that it's harder to get a "fair" price for options in a fast market, especially if open interest is low. the greater the open interest, the greater the activity and public participation as a rule.
