E-Trade suckes indeed! Check this out:
Here's my open letter to E-Trade's CEO. I have emailed it to all reasonable email addresses for Mr. Cotsakos. Does anyone know his exact email address?

Dear Mr. Cotsakos,
I am an account holder of Etrade since 1997 #XXX.
I have another account at Discover brokerage valued at
over $1M from which I was transferring my equities to E-Trade.

I recently attempted to participate in the Priceline.com IPO
through E-Trade by accessing your web site and placing
my IOI. On the evening  you were taking in your customers
IOI I had lots of trouble accessing your web page to put in
my request. Finally I got into your web site around 8:30PM
and placed my IOI for 4000 shares at market. The IOI was
accepted and I was informed that I will get at least 100 shares
allocated to my account. I just found out that no shares were
allocated to my account because:
"Public Offering Order 4000 PCLN We were unable to allocate
shares. Possible reasons: Offering priced above limit or high
demand for shares. 0000"

I am extremely disappointed at E-Trade for misleading me in
believing that I would receive at least 100 shares of Priceline.com.
I would like to see how you could correct the matter but also realize
that the IPO has already happened and due to this misrepresentation
by E-Trade I missed the boat. So I want to give E-Trade one last chance before closing my account for good to correct the problem or compensate me for this error. Please advise. Thanks.
