Under safe harbor, he obviously wouldn't "promise", but within the understood language around safe harbor, he maintained on the CC the nod-wink high degree of 'optimism' and 'hopefulness' that this would occur by the Q. He also reiterated it at ML. Even when discussing on the CC that existing funding would last until June, which gave him the chance on the CC to respond to a question that would have softened his "by end of Q" optimism, he chose to maintain the tighter date.
Fwiw, analysts on both sides had this understanding. IMO, we go lower.
