Looks like ICLR was upgraded after the debacle today by Dain Rauscher. May spur a bit of a recovery in the morning: ICON Plc. (ICLR) 13 1/16 -13 11/16: Dain Rauscher Wessels upgrades contract research organization of clinical research and development services from "buy-average" to "buy-aggressive" as company reports good fiscal Q3 results; however, company announced $5 mln project cancellation due to a budgetary constraint at the client; lowers price target from $36 to $23.....
